On 11/18/2003, the United Nations issued an appeal for $127,901,055 in humanitarian aid for Uganda. According to the U.N. the situation in Uganda is worsening with over one million displaced people in the country and over 500,000 affected by drought. Adding to the problem is the fact that some 200,000 refugees from Sudan are present in the country. Military attacks are occurring in the north and some central regions from neighboring Sudan. The attacks have made it difficult for the population to pursue farming which is its main livelihood. The military conflict has made it difficult to transport humanitarian aid without a heavy military escort.
At night, children flee villages on foot to major towns (some walk for hours) in order to spend the night without the fear of abduction. The appeal refers to these people as 'night commuters' and further points out that they are forced to sleep public places such as bus stations and hospital courtyards.
The appeal cites the challenges in Uganda:
Secure regular humanitarian access to camps Increase overall protection of affected populations Support any peace initiative that could lead to the alleviation of suffering
